This action comes a few days after Valero Energy said Wednesday that it would permanently close or restructure its refinery in Benicia at the end of April 2026, which represents nine percent of the state’s crude oil refining capacity.
Phillips 66 in October said he plans to stop operating for his refinery in the Los Angeles area.
